Tenders invited for water project

29 February 2012 is the closing date for sealed bids from tenderers bidding to design, supply and install an automated metering system for electrical power fiscal accounting (AMSEPFA) at the facilities of Dniprovodocanal, a communal enterprise of Dnipropetrovsk city council.


Dniprovodoсanal intends using part of the proceeds of a loan from the EBRD towards the cost of this water services development project.


The scope of works includes manufacture, delivery, installation, testing, certification, pre-commissioning, commissioning and mandatory technical maintenance during the project’s defect liability period at facilities in Dnipropetrovsk and nearby. The anticipated time for completion is 330 days from the effective date of the contract.


Tendering is open to companies from any country. However, to qualifiy for the award of a contract, tenderers must satisfy a range of minimum criteria including:


* average annual turnover over the last five years of not less than UAH 3,900,000 equivalent or not less than the estimated average annual cash flow under the proposed contract, whichever is lower;


* experience as a prime contractor in the execution of at least two contracts including design, delivery, installation and commissioning in the industrial operation of automated metering systems for electrical power fiscal accounting of a similar nature and complexity to the proposed contract, with such contracts to have been successfully completed over the last five years prior to the deadline for submission of tenders;


* the candidate for the tenderer's proposed Contractor’s Representative shall have not less than 10 years total experience, five years experience of similar work, and five years experience in a similar position;


* the tenderer shall demonstrate that it has access to, or has available financial means sufficient to meet the cash flow under the Contract for a period of 120 days, estimated as not less than UAH 1,420,000 equivalent;


* the tenderer shall not have a consistent history of awards against it on any litigation or arbitration connected with the execution of contracts or participation in tenders over the last five years prior to the deadline for submission of tenders.

Every tender must be accompanied by a tender security issued for the amount of UAH 70,000.
